The Government of Saint Lucia is advancing a comprehensive expansion of its social protection framework, as Minister for Equity, Social Justice, Gender, Older Persons, Labour, Cooperatives and Consumer Affairs, Hon. Emma Hippolyte, outlined during her presentation on the 2026/2027 Estimates of Revenue and Expenditure.

The Minister detailed a series of targeted interventions aimed at improving the quality, reach, and responsiveness of social services to the nation’s most vulnerable populations. Central to the Government’s approach is the continued modernization of social safety nets to ensure that assistance is both equitable and sustainable.

Among the key priorities is the strengthening of Public Assistance Programme, with a focus on enhancing delivery mechanisms, improving beneficiary targeting, and increasing operational efficiency across the Department of Human Services. These efforts are designed to ensure that support reaches those most in need, while maintaining transparency and accountability.

Minister Hippolyte also emphasized continued investments in Child Protection and Family Services, including measures to reinforce Foster Care systems and expand Psychosocial Support Services. This reflects a broader policy direction aimed at safeguarding vulnerable children while promoting stable family environments.

In addressing the needs of Older Persons, the Government is scaling up initiatives that promote dignity, independence, and access to essential services. This includes expanded community-based care programmes and strengthened institutional support frameworks.

The Minister further highlighted ongoing efforts to integrate Gender-Responsive policies across all programmes under her portfolio, ensuring that development outcomes are inclusive and reflective of the realities faced by women and marginalized groups.

“These investments are not isolated interventions,” Minister Hippolyte noted. “They form part of a deliberate strategy to build a more just and equitable society, where no one is left behind.”

The 2026/2027 budget signals a continued commitment to social transformation through structured, people-centered policies that prioritize resilience, inclusion, and national development.
