FIELD IMPACT EVALUATION COORDINATOR

Project Objectives:

Position Description:

1. Juvenile Justice Sector Reform Evaluation:

• Historical data. Assist the Data Collection Firm, or other designated team member, in obtaining relevant historical data files from government authorities and ensuring that it is accurately captured. Work with the firm and government stakeholders to ensure access.
• Panel survey. Assist the PI in obtaining sampling frame information from government authorities. Review the survey instrument for local appropriateness. Oversee the Data Collection Firm, including participating in enumerator training, accompanying enumerators to monitor data collection. Liaise between actors to help problem solve survey challenges that arise. (Annual activity)
• Qualitative research. Plan for and coordinate qualitative research events to include individual and small group interviews. In collaboration with the PI, Research Assistant, and Qualitative Researcher, finalize the respondent list and schedule interviews. (Baseline, midline, and endline activity)
• Intervention monitoring. Conduct periodic observational visits of intervention activities and verification of select implementation M&E data, in coordination with the government and non-government intervention implementing organizations. (Ongoing activity)
• Research timeline and reporting. Develop, update and manage field-based timeline and related activities. Prepare for and participate in regular SI team meetings. Draft regular field briefs, including field-based activity details, timeline update, and any anticipated threats to the research design or timeline. Contribute to annual regional learning events as needed. (Ongoing activity)
• Communication and evaluation stakeholder engagement. Communicate regularly with the evaluation technical team and the SI quality and management team. Manage positive and collaborative relationships with field-based data collection partners and government and non-government intervention implementers. (Ongoing activity)
• Administrative data. If and when a management information system is implemented, the field coordinator will support a Data Quality Specialist prepare for and conduct an assessment of administrative data. The Field IE Coordinator will conduct follow-up work to ensure that action plans to address data quality are implemented and perform spot checks on a regular basis. (Ongoing activity)

2. CFYR Evaluation:

• Youth Survey, Quantitative Data Collection. Participate in data collection training undertaken by CFYR and conduct oversight of sampling and youth data collection (baseline, midline and endline activity)
• Observation of implementation: Participate in CFYR counselor training and conduct occasional project monitoring. Support efforts to collect administrative data from CFYR’s monitoring, schools, police records, and relevant government ministries.
• Parent Survey, Quantitative Data Collection. Assist in the testing, training and piloting of parent quantitative data collection; conduct follow-up data monitoring.
• Impact Evaluation Qualitative Data Collection. In collaboration with SI, conduct focus groups including the administration of a mini survey with counselors, youth (treatment and non-treatment) and parents (of youth receiving treatment) within two select communities (Midline activity for two cycles of intervention); support data analysis and reporting
• Endline Reporting. Participate in the preparation and presentation of endline findings at regional learning event (Endline activitiy)
• Field activity reporting. Prepare for and participate in regular SI team meetings. Draft regular field briefs, including field-based activity details, timeline update, and any anticipated threats to the research design or timeline. Contribute to annual regional learning events as needed. (Ongoing activity)

Qualifications:

• Master’s Degree or equivalent in political science, public policy, or other relevant fields.
• Five years of experience conducting and/or managing monitoring, evaluation or research activities for development programs in the Caribbean.
• Demonstrated organizational skills and attention to detail; ability to work independently to meet deadlines and adhere to high quality standards.
• Experience effectively making presentations to and communicating with client, government, and non-government stakeholders.
• Strong professional written and verbal proficiency in the English language.
• Ability and willingness to travel within and between the country studies as needed, including detention centers and to diversion program sites.
• Experience supporting large-scale quantitative and qualitative data collection strongly preferred.
• Familiarity with the justice sector, youth-perpetrated crime and violence issues, and/or justice-involved youth diversion programs strongly preferred.
