Labour Department facilitates successful conclusion of SMMA Collective Agreement

The Department of Labour, Co-operatives and Consumer Affairs has recorded yet another significant industrial relations success following the signing of a long-awaited collective agreement between the Soufriere Marine Management Association (SMMA) and the Civil Service Association (CSA), the recognized bargaining agent for employees.

The agreement, signed on July 31, 2026, marks the successful conclusion of a protracted negotiation process and paves the way for employees of the SMMA to begin receiving negotiated wage benefits effective July 2026.

The signing ceremony took place in the presence of Minister for Labour, Co-operatives and Consumer Affairs, Hon. Emma Hippolyte, who welcomed the breakthrough and commended all parties for their commitment to constructive dialogue and good-faith negotiations.

For Minister Hippolyte, the successful resolution of the matter held particular significance given her dual role as Minister for Labour and Parliamentary Representative for Soufriere/Fond St Jacques, the community in which the SMMA operates.

“I am extremely pleased that this long-standing matter has finally been brought to a successful conclusion. The employees of the SMMA have waited patiently for these issues to be resolved, and I am delighted that they will now begin receiving the wage benefits negotiated on their behalf. This agreement demonstrates what can be achieved when employers, employees, trade unions and government work together in a spirit of cooperation and mutual respect,” Minister Hippolyte said.

Officials of the Labour Department played a key facilitative role throughout the negotiations, helping to bring the parties together and guide discussions toward a mutually acceptable outcome.

Both the SMMA and the CSA expressed satisfaction with the negotiation process and praised the Labour Department for its willingness to engage constructively and facilitate discussions that ultimately led to the signing of the agreement.

In a further demonstration of their commitment to maintaining positive labour-management relations, both parties have already agreed to commence discussions later this year on the next cycle of negotiations.

Labour Department officials welcomed the cordial and amicable nature of the discussions and expressed optimism that the strong working relationship established during the current negotiations will contribute to an even smoother process in future rounds of bargaining.

Minister Hippolyte emphasized the importance of the tripartite approach that underpins Saint Lucia’s industrial relations framework, noting that government, employers and workers each have an important role to play in maintaining industrial harmony.

“The Government’s role is to facilitate meaningful dialogue and create an environment where issues can be addressed fairly and respectfully. If we continue to put people first, and if employers and trade unions do the same, while remaining committed to collaboration and good-faith engagement, it will continue to augur well for a smooth, stable and harmonious industrial relations climate in Saint Lucia,” the Minister stated.

The successful conclusion of the SMMA collective agreement follows a series of recent industrial relations breakthroughs facilitated by the Department of Labour and further underscores the Department’s commitment to promoting fair labour practices, strengthening workplace relations and fostering a culture of dialogue that benefits workers, employers and the wider national economy.
