CHIEF FINANCIAL OFFICER

I. EMPLOYEE SPECIFICATIONS

Education: Chartered Accountant – ACCA, CGA, CPA, CIMA plus training in management/administration
Experience: At least five years in a similar position
Skills: Computer literate, excellent interpersonal skills, good communication skills, supervisory skills
Personal Qualities: Honest, conscientious and responsible, meticulous and well organised

II. REPORTING AND ORGANISATIONAL

Reports to: Chief Executive Officer
Supervises: Accounts Department
Liaises with: Internally All Departments
Externally Public and private sector officials
III. JOB DESCRIPTION
Job Summary: Responsible for planning, coordinating and controlling the finance and accounting functions of the Authority
Responsibilities:
Accounting
  • Ensures that all accounting functions are being carried out professionally and in accordance with established standards
  • Ensures the proper maintenance of the accounting system, including the computerized system and internal controls
  • Ensures all routine reports are timely, accurate and complete
  • Develops policies and procedures to improve the efficiency and effectiveness of the accounting system and to ensure protection of the Authority’s assets
Budget
  • Ensures timely preparation of the Authority’s master budget
  • Monitors performance against budget and reports on variances
Financial Planning and Analysis
  • Works with the Chief Executive Officer to establish the Authority’s financial objectives
  • Provides management with financial forecasts
  • Manages the Authority’s investment portfolio
  • Conducts analyses and feasibility studies regarding proposed investments
  • Develops recommendations for the prudent investment of funds, including cost/benefit and risk analysis
Supervision
  • Establishes annual performance objectives with staff; meets with them periodically to discuss their performance; counsels them on efficiencies in performance and guides them on improving performance, including recommending additional training
  • Conducts an annual appraisal of their performance
  • Coordinates the work of staff and reviews their work to ensure that it meets the Authority’s standards
  • Makes recommendations to the Chief Executive Officer regarding salary increases, promotions and disciplinary action for employees supervised
General
Accepts other related duties as assigned from time to time
