CHIEF EXECUTIVE OFFICER

I. EMPLOYEE SPECIFICATIONS
Education: Master’s Degree in Business, Tourism, Marketing; training in the area of tourism marketing and product development would be an asset
Experience: Minimum of ten years, with at least five years of experience with management level responsibilities and international marketing experience. Previous corporate management experience and a proven track record for effective team management and results-driven leadership.
Skills: Demonstrated leadership skills; excellent communication skills; excellent analytical skills
Personal Qualities: Mature and responsible individual; highly organised; demonstrated ability to work effectively with people

Reports to: Board of Directors
Supervises: Senior Management Team

Externally: Local, regional and international public and private sector officials and organisations
III. JOB DESCRIPTION
Job Summary: Work closely with the Board of Directors, providing overall management of the St. Lucia Tourism Authority, including oversight of the development of the Authority’s marketing and destination services, general administration, financial management and public relations
Responsibilities:

Strategic Direction and Development

  • Leads the management team and advises the Board of Directors on the development of the Authority’s strategic plan, including periodic review of the vision and mission
  • Works in collaboration with the Board of Directors, staff and other public and private sector organisations to identify new projects that would further the strategic goals of the Authority
  • Prepares, in consultation with key partners, implementation plans for the development of St. Lucia’s tourism industry, in accordance with the strategic plan
Marketing Programme
  • Oversees preparation of an annual marketing plan and work programme for the operation of the Authority’s marketing programme, including the setting of annual and quarterly targets
  • Establishes, in consultation with the management team, standards and targets for performance in each area
  • Ensures that performance in meeting standards and targets is monitored and evaluated on a regular basis and provides support, as needed, to staff
Destination Services
  • Oversees preparation of an annual plan and work programme for the enhancement and diversification of the tourism product
  • Builds effective relationships with cruise lines, airlines, ferry operators and tour operators
  • Establishes, in consultation with the management team, standards and targets for performance in each area
  • Ensures that performance in meeting standards and targets is monitored and evaluated on a regular basis and provides support, as needed, to staff
Financial Management
  • Ensures that proper controls are in place to manage and protect the Authority’s assets
  • Ensures that proper accounting procedures are in place and being followed and that accurate and timely financial reports are produced
  • Oversees development of an annual budget for review and approval by the Board of Directors and monitors compliance with the approved budget
  • Monitors and analyzes monthly revenues, expenses and cash flow to assure that the Authority is operating on a sound financial basis
Human Resource Management and Administration
  • Ensures that the systems for proper human resource management are in place and being implemented appropriately
  • Ensures that the support services needed for the effective and efficient operation of the Authority are in place and working properly, including information management and administrative services
Communications and Public Relations
  • Ensures that there are effective means of communication with the Board of Directors and among the staff members of the Authority
  • Ensures that there are effective means of communication with the Authority’s partners, with media and with the various communities of St. Lucia
  • Represents the Authority on task forces and committees established to further the economic and social development of St. Lucia
  • Establishes and maintains effective working relationships with Government officials and stakeholders in the tourism sector locally, regionally and internationally
Support to the Board of Directors
  • Ensures that Board of Directors and committee meetings are held on a regular basis and are organised properly
  • Ensures that members of the Board of Directors receive timely and accurate information regarding the operations and finances of the Authority
  • Consults the Board of Directors on a regular basis regarding matters within its areas of responsibility
Supervision of Management Staff
  • Assisting with recruitment and selection of management-level staff in accordance with policies and procedures of the Authority
  • Establishes a positive working relationship with management staff
  • Establishing annual performance objectives with each member of management staff; meeting with them periodically to discuss their performance; counseling them on deficiencies in performance and guiding them on improving performance, including identifying the need for additional training
  • Conducts an annual appraisal of management staff performance
  • Provides ongoing support to staff by communicating the Authority’s policies, procedures and key decisions to them, conveying their concerns to the Board of Directors and ensuring that they have the resources needed to carry out their responsibilities effectively
  • Oversees the work of the management staff to ensure that it meets the Authority’s standards
  • Makes recommendations to Board of Directors regarding salary levels, promotions, disciplinary action and renewal of contract

  • Carries out such other duties as may be assigned from time to time by the Board of Directors
