CHIEF FINANCIAL OFFICER
I. EMPLOYEE SPECIFICATIONS
EDUCATION: Bachelor’s Degree in Accounting, Finance or related field (MBA preferred) Professional Accounting qualification such as – ACCA, CGA, CPA, CIMA plus training in management/administration.
EXPERIENCE: At least five years in senior financial managerial position with a proven record of success.
SKILLS: Sound decision making skills based on accurate and timely analyses; Results Oriented and metrics driven; Exceptional time management and able to solve problems; Exceptional interpersonal, communication and leadership skills, with the ability to communicate and manage staff at all levels; Ability to lead by example and demonstrate a strong sense of integrity, ethics and dependability; Strategic thinking, planning and creative problem solving skills; Ability to work under pressure; Ability to collaborate with team to organize, plan and achieve company financial goals; Advanced computer software skills including Excel and financial reporting software.

JOB SUMMARY: Accountable for the accurate reporting of financial results and managing of SLTA’s financial affairs, the CFO is responsible for the planning, coordinating and controlling the finance and accounting functions of the Saint Lucia Tourism Authority.
RESPONSIBLITIES
Financial Planning and Analysis
  1. Managing the financial reporting for the organization. This includes monthly financial reporting, budgeting and forecasting, 5-year financial plans and all statutory financial reporting.
  2. Providing sound financial support and insights to enable SLTA to make critical business decisions
  3. Presentation of financial results and insights to the Board
  4. Play a key role in the formulation of the business’s strategy
  5. Managing and overseeing the taxation affairs of the SLTA
  6. Managing and overseeing the cash flow and ensuring it has the appropriate controls
  7. Managing the External Auditor relationship and ensuring the SLTA is compliant with accounting standards
  8. Managing and overseeing the SLTA’s banking and borrowing arrangements
  9. Managing and overseeing the SLTA’s financial systems
  10. Manages the Authority’s investment portfolio
  11. Conducts analyses and feasibility studies regarding proposed investments
  12. Develops recommendations for the prudent investment of funds, including cost/benefit and risk analysis.
  13. Risk Management to ensure the business has a solid risk framework in place
  14. Advising on market changes and providing strategic financial recommendations to the SLTA.
Accounting
  1. Overseeing Accounts Payable, Accounts Receivable, Tax, Treasury, Payroll, Financial and Management Accounting functions.
  2. Advising and implementing best practice methods to increase revenue and reduce costs
  3. Ensures the proper maintenance of the accounting systems including computerized system and internal controls
  4. Ensures all routine reports are timely, accurate and complete.
  5. Develop policies and procedures to improve the efficiency and effectiveness of the accounting system
  6. Implement measure to ensure protection of the Authority’s assets.
Budget
  1. Ensures timely preparation of the Authority’s’ of budgets including but not limited to the master budget.
  2. Monitors performance against budget and reports on variances.
  3. Managing and tracking budget and accounting information including billing, collections and tax information.
Supervision
  1. Determine Finance KPI’s and establish annual performance objectives with staff and meets with them periodically to discuss their performance
  2. Counsels staff on efficiencies regarding their performance and guides them on improving including recommending training etc.
  3. Conducts performance reviews and appraisals as prescribed.
  4. Coordinates the work of staff and reviews their work to ensure that it meets the Authority’s standards
  5. Makes recommendations to the Chief Executive Officer regarding salary increases, promotions and disciplinary action for employees supervised.
General
  1. To generally assist in the work of the Saint Lucia Tourism Authority and undertake other duties which may be required from time to time as assigned by your Head of Department or CEO.
