SENIOR MANAGER, COLLECTIONS & COMPLIANCE
I. EMPLOYEE SPECIFICATIONS
EDUCATION/EXPERIENCE
Bachelor Degree in Accounting, Finance, Business Administration or equivalent qualifications with four (4) years related experience.
A Certificate in Tax Administration or a professional accounting designation such as CA or ACCA would be an asset. Excellent knowledge of Financial Administration and Audit Acts and other financial regulations and guidelines.

II. REPORTING AND ORGANIZATIONAL
REPORTS TO: Chief Financial Officer
SUPERVISES: Accounts/Finance Department
LIAISES WITH: Internally All Departments Externally Industry Partners, Government Departments & Agencies, General Public.
JOB SUMMARY: Under the direction of the Chief Financial Officer (CFO), plans, organizes, directs and supervises the smooth management of the Accommodation Fee by instituting revenue administration, compliance and enforcement programs including developing and executing procedures and processes. The Manager ensures compliance and the proper resolution of delinquent businesses and individuals in a fair and equitable manner and provides quality service to all customers. The incumbent also manages internal and field compliance enforcement, customer service and administrative functions in a manner consistent with the Authority’s mission, values and culture.
RESPONSIBLITIES
Management Oversight
  1. Develops and implements the Units policies and standards as well as quality control to ensure adherence to standard operating policies.
  2. Manages the development of programs and procedures and recommendations for effective conduct of audits;
  3. Develops and maintains effective strategic and working relationships with officials or representatives of business and industry and other government agencies.
  4. Reviews and analyzes performance measurement reports to provide the CFO with accurate and timely data concerning the effectiveness of the Units programs.
  5. Reporting on the outcomes of the Units operational plan including reports on performance against projections and other measures.
  6. Ensuring the design and implementation of effective and efficient audits, based on trends and risk to ensure compliance with the revenue laws of St. Lucia.
  7. Secures revenues and resolves disputes by initiating court proceedings to obtain needed information when required and advising fee payers on procedures for recourse regarding objections
Collections & Compliance
  1. Organizes, directs, and coordinates the activity of the units including billings, investigation, collection, and delinquency enforcement function.
  2. Reviews the work activities of the unit to determine that all policies and procedures are being followed; points out and addresses any errors.
  3. Serves as technical expert on revenue collection database systems;
  4. Authorizes inspections in response to billing discrepancies.
  5. Determines the layout of and directs the preparation of statistical and work progress reports; reviews these reports and submits them to direct reports at regular intervals.
  6. Reviews complex collection problems arising in section; determines legality and appropriateness of all recommended adjustments; approves all appropriate adjustments.
  7. Coordinates the billing and collection activities of the unit with those of other sections or departments concerned with revenue collections; confers with officials of other units on establishment of new billing schedules and collection procedures.
  8. Prepares and submits recommendations for changes in policies to superiors, procedures, laws, or ordinances; prepares rough drafts of amended policies, laws or ordinances.
  9. Confers with fee payers or their representatives on complex revenue collection problems or irregularities; explains the technical requirements of various laws, ordinances, policies and procedures; investigates complaints or irregularities; determines and implements any adjustments in billing.
  10. Provide oversight for outsourced collections activities
  11. Negotiates debt resolutions
Supervision
  1. Provide leadership, guidance, and training to staff
  2. Establishes annual performance objectives and meets with them periodically to discuss their performance
  3. Counsels staff and guides them on improving including recommending training.
  4. Conducts performance reviews and appraisals as prescribed.
  5. Coordinates the work of staff and reviews their work to ensure that it meets the Authority’s standards
General
  1. To generally assist in the work of the Saint Lucia Tourism Authority and undertake other duties which may be required from time to time as assigned by your Head of Department or CEO.
