Castries Constituency Council - Administration and Human Resource Manager
Duties and Tasks
- Leads the implementation of human resource policies, functions and procedures, by assigning tasks to officers; and monitoring and evaluating human resource activities and processes to ensure compliance with established policies and procedures.
- Provides advice and support to line managers and team members and on the interpretation and applications of human resource policies, legislation and procedures, through consultation, dialogue and presentations to allow for understanding and consistency in the implementation process thereof
- Processes letters/contracts for the employment of staff by verifying requests for accuracy and fairness and to provide the Chief Executive Officer with the necessary information to enable the employment of the most eligible candidates
- Assists with the recruitment process by preparing vacancy advertisements, reviewing applications, shortlisting and interviewing candidates; preparing interview reports for submission to the Chief Executive Officer to facilitate the appointment of the most eligible applicant
- Prepares comprehensive reports on human resource matters through consultation, research and analysis and reviewing relevant documents, to ensure the observance of best practice and to support the decision making process
- Prepares monthly reports on work in progress, achievements and challenges for discussion with the Chief Executive Officer to assist decision making, facilitate performance evaluation, and to determine a way forward
- Designs and facilitates training programmes and other staff development measures by preparing presentations on various aspects of human resource management to build capacity, develop consensus and to promote best practice for addressing related issues
- Reviews job descriptions for vacant positions through job analysis and prepares job descriptions (where necessary) in consultation with the respective Department Manager and relevant line agencies to ensure the requirements of the job are accurately reflected
- Supervises team members through target setting, coaching, mentoring, motivating and appraisal of individual staff performance to drive productivity and enable the efficient operations of the Council
- Ensures the completion of performance assessments for ALL staff through the implementation of an effective performance process
- Serves as an ex-officio member on the Administration and Human Resource Committee
- Performs any other job-related duties as may be assigned
Qualifications and Experience
- Bachelor’s Degree plus four (4) year’s experience in a Management position
- Bachelor’s Degree plus Post Graduate Diploma plus three (3) years’ experience in a Management position at Grade 12 OR
- Master’s Degree plus two (2) years’ experience in a Management position
