Program Summary:
The USAID Community, Family, and Youth Resilience (CFYR) program takes a public-health, evidenced-based approach, providing targeted interventions to youth at three varying degrees of risk including: the general population of youth aged 10-29 in crime-affected areas (primary); youth aged 10-17 at higher risk for violence (secondary); and youth in conflict with the law (tertiary). Youth are matched with interventions based on their level of risk. The program operates in Saint Lucia, St. Kitts and Nevis and Guyana.
Position Summary:
The Saint Lucia Field Coordinator will provide strategic and operational support in the effective implementation of the Community, Family, and Youth Resilience (CFYR) program, with work focused on CFYR’s activities in Saint Lucia. The incumbent will work under the direction of the Primary Prevention Specialist, Saint Lucia, and in coordination with the CFYR Deputy Chief of Party Programs and Deputy Director for Positive Youth/Community Development, and other members of the CFYR team in the field, to accomplish the program goals and objectives of the Primary Prevention team.
Primary Responsibilities:
  • Support implementation of CFYR Primary Prevention work plan activities in Saint Lucia, working closely with communities, host government, private sector and other partners.
  • Engage, maintain and establish a solid communication channel with program participants.
  • Establish and support effective interaction with local partners and support the consolidation and cohesion of the Community Enhancement Committees.
  • Support the development and implementation of general program management instruments, including collaboration in the monitoring of program activities and evaluation of program outputs.
  • Provide program support through the production of informational materials, coordinating events and logistics, maintaining and developing several program databases, and managing communication tools to promote the program's achievements on a regular basis.
  • Organize, plan, conduct, and facilitate community-based assessments, community action plans, youth participation activities, training courses and other activities.
  • Support the effective functioning of the Community Enhancement Committees (CECs) in Vieux-Fort, Dennery, Castries, Anse La Raye and Soufriere through mobilization of resources to foster community cohesion.
  • Support the Primary Prevention Specialist in Youth Dialogues in the five (5) CFYR target districts of Vieux-Fort, Dennery, Anse La Raye, Soufriere and Castries. These dialogues should result in training/learning type projects/programs identified by the youth for CFYR program implementation.
  • Support and monitor facilitators, who will implement the Basic Life and Employability Skills (BLES) training, support and monitor the aftercare services provided by the Life Coaches.
  • Maintain good working relations with government and non-governmental agencies, community based, organizations and program partners, in achieving CFYR’s mandate(s).
  • Take initiative (s) troubleshooting problems and finding practical solutions in a fast-paced and complex environment.
  • Maintain accurate program records.
  • Provide timely and accurate information to CFYR’s Monitoring and Evaluation system and contribute input to meet project reporting requirements.
  • Other duties as assigned by manager.
Required Skills & Qualifications:
  • High School diploma required. Bachelor's Degree preferred.
  • At least 3 years general work experience and 2+ of specific experience related to social development programs focused on youth at risk or community development.
  • Excellent interpersonal relationship skills and team-building skills with ability to prioritize, handle multiple tasks, and meet deadlines.
  • Demonstrated maturity of judgement, tolerance of hardship and stress, and integrity of character.
  • Ability to communicate effectively with program/technical staff. Superior diplomatic and relationship management skills.
  • Ability to be flexible working and managing activities in challenging political and physical environments.
  • Excellent written and oral communication skills in English, and knowledge of MS Office applications.
  • Strong administrative skills to provide documentation and information needed to be in compliance with USAID programs.
  • Ability to engage youth via new technologies is desired.
Other:
  • Expectations for this position include full-time availability during normal business hours. In many cases, activities will be conducted during the evenings and/or weekends. In addition, this position may involve up to 50% time in the field, including community-level visits and potential travel in-country and internationally to support other regional efforts as needed.
