The National Lotteries Authority is currently seeking an individual to fill the following position:

Job Brief
The programme manager is responsible, on behalf of the NLA ASP Executive Committee, for overseeing the work of the Management Committee and for the overall delivery of the After School Programme (ASP). The role requires effective co-ordination of the programme’s activities and management of their inter-dependencies including oversight of any risks and issues arising throughout the various venues. The role is crucial for creating and maintaining focus, enthusiasm and momentum within the Management Committee and the individual programme teams at the various venues.
The programme manager will work on a part time basis during the pilot phase of the programme with the view of assuming the post full-time, pending a performance review by the Executive Committee upon its completion.
He/she will be responsible for the overall integrity and coherence of the programme and will ensure that the standards set by the Executive Committee are upheld within a child centred programme environment.
Responsibilities of the programme manager

The programme manager is responsible for:

  • executing the programme and proactively monitoring its progress, resolving issues and initiating appropriate corrective action
  • ensuring effective quality assurance and the overall integrity of the programme - focusing inwardly on the internal consistency of the programme, and outwardly on its coherence with community facility usage, interfaces with other programmes and technical specialist standards
  • overseeing the work of individuals on the various programme teams
  • ensuring the delivery of services from the programme is to the appropriate level of quality, on time and within budget, in accordance with the programme plan and programme governance arrangements
  • ensuring there is allocation of common resources and skills within the programme’s individual venues
  • managing communications with all stakeholders
  • managing both the dependencies and the interfaces between venues
  • managing risks to the programme’s successful outcome
  • initiating extra activities and other management interventions wherever gaps in the programme are identified or issues arise
  • reporting the progress of the programme at regular intervals to the Executive Committee


  • Proven experience as a Program Manager or other managerial position
  • Thorough understanding of project/program management techniques and mthods
  • Excellent knowledge of performance management techniques and methods
  • Excellent knowledge of MS Office; working knowledge of program/project management software (Basecamp, MS Project etc) is a strong advantage
  • Outstanding leadership and organizational skills
  • Excellent communication and interpersonal skills
  • Excellent problem-solving ability
  • BSc/BA diploma in management or a relevant field; MSc/MA is a plus
  • Valid driver’s licence and own a vehicle
