JOB DESCRIPTION

POSITION IDENTIFICATION

Job Title               :         Testing and Evaluation Officer

Department          :         Educational Evaluation and Assessment Unit

Classification        :         Grade 15

Reports to             :         Registrar of Examinations

Supervises            :         Support Staff

RELATIONSHIPS AND RESPONSIBILITIES

Maintains continuous interaction with schools, Education Officers and other departments of the Department of Education through various forms of communication to ensure quality assurance and good management in the delivery of the school’s curriculum.

Develops and implements standardized assessments through interaction with schools (workshops, standardization meetings) to improve instruction and thus provide the education system with a measure of accountability.

DUTIES AND TASKS

Develops one of the local assessments by establishing syllabuses for standardized examinations, preparing table of specifications, constructing test items, pilot testing items and compiling tests through collaboration with curriculum specialists to ensure validity and reliability of this standardized assessment.

Undertakes pilot testing of examination/assessment items to ensure the development of valid assessment.

Prepares for the administration of local assessment by engaging schools in registration of students, conducting standardization meetings, facilitating accommodation for students with special needs, parking and disseminating examination materials for the successful administration of the assessment/examination.

Supervises the marking of the assigned local assessment by recruiting markers and conducting training workshops aimed at standardizing the marking process in order to ensure reliability of results.

Oversees/supervises the processing of assessment results by direct interaction with relevant technical staff to ensure the accuracy of assessment results/reports generated.

Reports on the results of local assessments by analyzing reports and preparing synopsis for distribution to internal and external stakeholders to inform about students’ performance.

Conducts training in assessment matters/practices for stakeholders at the district and school level to ensure that they are informed of current developments in education.

Prepares and files correspondence related to local assessment activities through collaboration with relevant stakeholders to ensure timely communication of information.

Attends to the public by addressing their concerns/queries to ensure the dissemination of accurate information in a courteous manner.

Supervises seasonal workers while engaged in matters related to the assigned process by providing adequate guidance and support.

Performs any other related duties as may be assigned from time to time by the Registrar of Examinations, Permanent Secretary and Deputy Permanent Secretary.

CONDITIONS

Accommodation provided in a general administrative office.

The officer must maintain a high level of integrity, confidentiality, and truth at all times.

The officer is required to work outside normal working hours [8:00 a.m. to 4:30 p.m.], when necessary.

The processes of the Unit will be carried out on the basis of team work.  The officer will be expected to be an active team member who understands all the processes of the Unit.

Salary will be paid in accordance with the terms stipulated by the Government in the Estimates/Collective Agreement and is liable to taxation in accordance with the Income Tax Ordinance.

Institutional support will be provided through appropriate Civil Service and Teaching Service Regulations, Statutory Instrument and Departmental Guidelines.

Vacation leave will be provided in accordance with the existing rules and regulations governing the Public Service.

Opportunities exist for personal development and career advancement through established orientation and in-service training (workshops seminars, orientation courses).

Housing, free medical attention and medicine will not be provided.

quality of work developed for local examinations/assessments;

effectiveness and quality of supervision and monitoring provided in examinations/assessments;

effectiveness and impact of strategies developed to assess educational programmes and training;

proven knowledge and understanding of current job related policies, procedures, instructions, and the use of relevant technology;

arrival at work as prescribed by existing rules and regulations;

quality and efficiency as measured by accuracy and effectiveness of work;

timely completion and accuracy of work generated;

compliance with Departmental, Ministry’s Guidelines and Standard Operating Procedures;

effective implementation of duties, responsibilities and assignments as defined in the Job Description.

QUALIFICATIONS AND EXPERIENCE

The candidates should possess at least the following:

A Master’s Degree in Testing and Measurement plus five (5) years’ experience as a Qualified Teacher.

OR

A Bachelor’s Degree in Testing and Measurement plus Post Graduate Diploma in Testing and Measurement plus three (3) years’ experience in a post at Grade 12.

 

OR

 

A Bachelor’s Degree in Testing and Measurement plus a Teaching Certificate plus three (3) years’ experience in a post at Grade 12.

SALARY

Salary will be determined on qualifications and experience.

GENERAL

Quarters, free medical attention and medicine will not be provided.  The successful applicant’s income will be liable to taxation in accordance with the Income Tax Ordinance.

Two confidential testimonials are required – one from the Principal of the school at which the teacher is presently employed and one from the Education Officer for the District. For applicants outside of the school system, testimonials should be from immediate supervisors.

performance and punctuality will be used as part of the criteria for selection of persons already in the Education System;

the successful applicant may be given an acting appointment for up to twelve (12) months; and

applicants are required to indicate Administrative positions held and experience gained.
