Vacancy - Human Resource Manager/Officer

The primary duties and responsibilities of the position include but are not limited to:
  • Guide and manage the overall provision of Human Resource services by implementing policies, procedures, work programmes and strategic plan, investigate and respond to issues and enquiries of the human resource of the employer;
  • Provide support in the monitoring and supervision of staff, administration, performance management and employee relations;
  • Co-ordinate all aspects of the recruitment and selection process;
  • Administer programs, procedures and guidelines to help align the workforce in the implementation of the strategic foals of the employer;
  • Overall supervision of management and supervisors in target setting, coaching, mentoring and appraisal of individual staff performance to drive productivity and enable the efficient operations of the employer;
  • Design, co-ordinate and facilitate training programmes and other staff development measures;
  • Support management in employee disciplinary or grievance process;
  • Ensure that proper labour relations and conditions of employment are maintained;
  • Advice, guide and make recommendations relating to available disciplinary measures in keeping with prescribed norms of the Public Service and the employerโ€™s rules and regulations;
  • Oversee the work programme of the administrative staff;
  • Advise and guide on available disciplinary measures in keeping with prescribed norms of the Public service, its rules and regulations
  • Remain current on emerging employee relations issues, trends and opportunities
  • Assist in the design and management of organizational development that addresses issues such as succession planning, superior workforce development, key employee retention, organization design and change management

Suitable candidates must possess:

  • At least a Bachelorโ€™s degree in Human Resource Management or related field of study, plus three (3) yearsโ€™ related experience at a position in a Human Resource Management Department
  • At least a Bachelorโ€™s Degree in Human Resource Management or related field of study, plus three (3) yearsโ€™ experience at Grade 12 in the Human Resource Management Department of the Public Service
  • Knowledge of and ability to interpret and apply Public Service rules and regulations, certain aspects of the Labour Act, Guidelines and Operating Procedures, Staff Orders and Collective Agreements;
  • Sound Knowledge and Experience in organizational planning, recruitment, organization and employee development and of Human Resource policies, procedures and practices;
  • Excellent organizational, oral and written communication skills;
  • Problem solving and knowledge of conflict resolution methods will be asset
