Saint Lucia advances digital land reform through e-Land Registry Workshops

THE INITIATIVE SEEKS TO IMPROVE THE EFFICIENCY OF PUBLIC SERVICES.
The Government of Saint Lucia, through the Department of the Public Service and under the Caribbean Digital Transformation Project (CARDTP), is making significant strides toward the modernization of the national land administration system. The second in-country mission for the e-Land Registry System Consultancy is currently underway, with consultants conducting a series of strategic workshops from mid-May through to the end of the month.



This mission marks a pivotal stage in the development of a modern, technology-enabled e-Land Registry System. The primary focus of this visit is the development and validation of three key deliverables that will shape the design, implementation, and long-term sustainability of the new system:
  1. Business Process Recommendations Report . This report outlines strategic recommendations to streamline and digitize core land registration processes, aligned with Saint Lucia’s existing legal framework. It reflects input gathered through extensive stakeholder engagement.
  2. Re-engineered “To-Be” Business Processes and System Specifications. This deliverable defines a future-state model of land administration operations supported by digital technologies. It also details the technical specifications required for the system’s design and development.
  3. Business Continuity and Standard Operating Procedures Report. Currently in development, this report will establish the framework for business continuity planning and operational protocols to ensure the e-Land Registry System remains secure, resilient, and consistently functional in the face of disruptions.



In addition to these deliverables, the consulting team is undertaking a range of supporting activities, including:
  • A review of key inputs and outputs of the Land Registry and Survey & Mapping Section
  • Analysis of network infrastructure and bandwidth capacity
  • Assessment of data migration requirements for legacy records
  • Provision of critical land use planning tools and data to the Department of Physical Planning
The implementation of the e-Land Registry System is a flagship initiative under Component 2 of CARDTP, which seeks to strengthen digital government infrastructure and improve the efficiency, transparency, and accessibility of public services across Saint Lucia.
