Position: Site Engineer
Location: Vieux Fort, Saint-Lucia
Principal Functions:
- Conduct and coordinate his/her own work sections as well as the sub-contractor supervision
- Review and selection of the work methods to proceed in coordination with the Sr. Supervisor/Supervisor
- Preparation of detailed programs of the works he/she is in charge of
- Coordinate and liaise with Quality and Safety inspectors on a daily basis
- Participate in task briefing at the beginning of each shift
- Regularly review and update Junior Staff & Manpower requirements
- Organize and provide daily documented Record Sheets
- Assure compliance of the work activities with the QHSE and the Contract requirements
- Prepare Requisition Orders & Work Orders
- Alert on any S/C deviation or issue
- Immediately inform his/her Line Manager of any significant accidents of near misses in line with the Project Safety Plan
General Coordination:
- Participate to S/C weekly work meetings
- Enhance coordination between the different sections of the works
- Make sure his/her team or the S/C is working with the latest approved documents
- Record and alert the work progress. Alert on deviation, propose corrective action and implement it once validated by the Line Manager
- Continuously demonstrate by his/her acts his/her full involvement in HSE issues, participates in HSE meetings and HSE programs, motivates his/her personnel and ensures that the work teams follow the Quality, Environment and Safety policies
- Ensure compliance of the works with the safety recommendations and the measures stipulated in the Health Safety Environment Plan. Must stop the works any time there is a risk for personnel injury
- Make sure through the Plant Department that the equipment provided by the Subcontractors is maintained in sound operating and safe condition
Resources (Staff and Equipment):
- Define his/her personnel needs
- Ensures that personnel allocated to the works are properly trained, qualified and informed through formalized procedures of selection and induction
- Prepare and manage regularly Junior Staff Assessment; review past and formulate future objectives, listen and propose training and eventually propose promotion
- Establish and request the equipment needed for the Project
Site:
- Participate in coordination with the Construction Manager to the details of the operating procedures,
- Might participate in coordinating progress meetings with the Construction Manager
- Responsible for the proper use of the work facilities and equipment made available and ensures that the safety devices and all the equipment are maintained in sound working conditions
- Establish the monitoring documents for the construction works
- Manage that quality control monitoring is being carried out and ITP's (Inspection Test Plans) are being adhered to
- Manage the external validation of the methods (Temporary works Inspector)
- Ensure that the surveyor is in his/her correct working area (call surveyor team)
- Check for the works to be done in line with the Independent Checking Engineer
- Establish and preserves all the documents needed for his/her Scope of Work
- Sign the Execution & Inspection Sheets corresponding to the parts of the Project constructed to attest their final compliance with the Contract
- Submit to the Line Manager the documents constituting feedback relating to the works, mainly the daily report
- Must suspend work execution immediately whenever he/she is informed of an event endangering the safety of the workforce or that could potentially jeopardize the Project's final quality
- Regularly check compliance with the protective measures defined by the Environment Manager and ensure, in particular, regular cleaning of work areas, and the sorting and removal of wastes for treatment, in accordance with the Environmental Management and Waste Management Plans
- Ensure that all collective protective devices are set up before each operation and proposes to his/her senior management any improvement measures required
Supervises :
- General Foreman/Site Foreman
Main Deliverables:
- Daily report
- Work order or Job request to support department (plant, survey)
- Call for Quality Inspection
- Call for ICE inspection on time
- Help to prepare safety report (near miss, accident report)
Education and Experience:
- Bachelor’s Degree in Civil Engineering
- 6 years of Management experience on major civil works projects (preferably hydraulic structures, pipework…)
- Knowledge in Mechanical-Electrical is a plus
Preferred but not an obligation
- Previous experience in multicultural environments is a plus
- Professional Engineer Certificate (P.Eng/P.E./C.Eng) or equivalent – PE, VA is highly appreciated
