The Department of Economic Development, Transport and Civil Aviation, recently held a Public Policy Analysis and Management and Project Cycle Management Training Programme.
The aim of the week-long activity was to build on the skill sets of higher-level policy making public servants.
Philip Dalsou, Permenant Secretary of the Department of Economic Development, Transport and Civil Aviation, explained that the role of senior public servants is to provide the best policy advice to ministers.
“One of the major roles of senior public officers is to provide policy advice to ministers and the Cabinet,” he said. “As we all know, ministers and the Cabinet are free to accept or reject the policy advice provided to them as senior technocrats. Not withstanding this, it is our job to provide the best policy advice to the policy makers. It is then important for senior technocrats to have a sound framework that guides the development of public policy recommendations.”
Mr Dalsou added that the programme would do well in helping them meet their goals.
“We will also have the opportunity to build our capacity and find innovative solutions to the complex challenges of public policy management. It is expected that we will all be furnished with sound methodologies and toolkits to allow us to develop sound public policy analysis.”
The Public Policy Analysis and Management Training Programme was held in collaboration with the Caribbean Development Bank (CDB).
