Media Release: GCF supports proposal for structural adaptation

SAINT LUCIA PLANS TO STRENGTHEN INSTITUTIONAL STRUCTURES AND DESIGN CLIMATE ADAPTATION AND MITIGATION INTERVENTIONS.

The Department of Economic Development, Transport and Civil Aviation is pleased to inform that the Green Climate Fund (GCF) has approved Saint Lucia’s Readiness and Preparatory Support Proposal in the amount of US $375,100, effective March 14, 2018.

The Green Climate Fund is part of the financial mechanism of the United Nations Framework Convention on Climate Change (UNFCCC), and seeks to promote a paradigm shift to low-emission and climate-resilient development, taking into account the needs of nations that are particularly vulnerable to climate change impacts. The GCF Readiness Programme intends to enhance country ownership and access to the fund, by providing resources for strengthening institutional capacities of GCF beneficiary countries.

The objective of Saint Lucia’s GCF readiness proposal is to strengthen the institutional structures to ensure the efficient, effective and transparent use of climate finance resources and, assist in the design of adaptation and mitigation interventions that lead to transformative and impactful results.

Saint Lucia’s readiness activities will therefore focus on strengthening the institutional capacity of the NDA to undertake its GCF -related roles and responsibilities; elaborating a strategic framework (country programme) for engagement with the GCF; and paving the way for direct access through technical assistance and capacity building support of a suitable national institution to gain GCF Accreditation.

The implementation modality of the readiness project is a long-term consultancy assignment – 18 months. The Caribbean Community Climate Change Centre has been identified as the delivery partner for this initiative. The organization is an accredited entity to the GCF and therefore will be responsible for all the fiduciary aspects of the project.

The department anticipates that these preparatory activities will: (i) enable GoSL to institutionalize climate change interventions as an integral part of the national development agenda and the associated systems (legislative and regulatory frameworks, procedures and operational policies) that are required to inter alia access climate resources, and (ii) deepen the engagement with stakeholders and beneficiaries (public, private and civil society) in the process of defining the national agenda for combating the effects of climate change.

The Department of Economic Development, Transport and Civil Aviation is the NDA (National Designated Authority) for Saint Lucia.
